Aquesta és una ressenya dels continguts generals i del nivell de participació en el VIII Coloquio de Geografía Rural (AGE), celebrat a la residència universitària de Jaca (Osca) entre els dies 11 i 14 de juny de 1996. Els temes de treball es van pensar en consonància amb els temps actuals i les preocupacions de l'àmbit rural espanyol, ja integrat a la Unió Europea. El lema general és Recursos y desarrollo rural, concretat en quatre ponències: «Desarrollo rural de las zonas de montaña» «Agua y Agricultura: transformaciones recientes, problemas medioambientales i socioeconómicos» «Agroindustria y Comercialización de Productos Agropecuarios» i «Cuestiones de desarrollo rural en Iberoamérica». ; En esta reseña se reúnen los contenidos generales y el nivel de participación en el VIII Coloquio de Geografía Rural (AGE), celebrado en la residencia universitaria de Jaca (Huesca) entre los días 11 y 14 de junio de 1996. Los temas de trabajo se pensaron en consonancia con los tiempos actuales y las preocupaciones del ámbito rural español, ya integrado en la Unión Europea, siendo el lema general Recursos y desarrollo rural, concretado en cuatro ponencias: «Desarrollo rural de las zonas de montaña», «Agua y Agricultura: transformaciones recientes, problemas medioambientales i socioeconómicos», «Agroindustria y Comercialización de Productos Agropecuarios» y «Cuestiones de desarrollo rural en Iberoamérica». ; Voilà le compte rendu du contenu général, ainsi que du niveau de participation du VIII Colloque de Géographie rurale (AGE) qui a eu lieu dans la résidence universitaire de Jaca (Huesca), de l'11 au 14 juin 1996. Les sujets du travail ont été conçus en accord avec l'époque actuelle et avec les soucis du milieu rural espagnol, déjà integré dans l'Union Européenne. Le titre général a été Ressources et développement rural et s'est concreté dans quatre exposés: «Desarrollo rural de las zonas de montaña» (Développement rural des zones de montaigne), «Aigua y Agricultura: transformaciones recientes, problemas medioambientales y socioeconómicos» (Eau et Agriculture: changements récents, problèmes socioéconomiques et de l'environement), «Agroindustria y Comercialización de Productos Agropecuarios» (Agroindustrie et Commercialisation de Produits Agricoles) et «Cuestiones de desarrollo rural en Iberoamérica (Questions de développement rural en Amérique latine)». ; This is a short report on the contents and participants at the VIII Colloquium of Rural Geography of the Assotiation of Spanish Geographers (AGE) held at the the university residences at Jaca (Huesca) from 11th to 14th June 1996. The study topics chosen coincided with present trends and interests in the rural areas of Spain, now integrated in the European Union. The general theme was Resources and rural development and four subgroups were formed under the following titles: «Rural development in mountainous areas»; «Water agriculture: Recent transformations, environmental and socioeconomic problems»; «Agroindustries and the marketing of agricultural products»; and «Rural development in Latin-America».

A large number of services have been privatized in recent decades, leaving less responsibility for public administration management. This trend has resulted in an intense debate on which services should be guaranteed and the equity and efficiency criteria that should be applied in their provision. The move to privatize the potable water supply in one of the main international tourist destinations—the Costa Brava (Spain)—can be included within this context. Our aim is to identify and characterize the main water governance systems on the Costa Brava in order to explore the different forms of water supply governance. To this end, an analysis has been carried out to explain the different interrelations between the expansion of tourism and the management of water supply infrastructures. The insufficient technical and financial resources of local and regional governments encourage the entry of private initiatives. In this process, we must also take into account the consolidation of a larger customer market linked to tourism development. Our main conclusion is that water governance models in coastal tourist destinations such as these are determined not only by territorial needs and the lack of technical capacity, but also by the emergence of business opportunities in the private sector ; This research was funded by a program of the Spanish Ministry of Economy and Competitiveness (reference: CSO2013-41262-P). Purpose – The purpose of this paper is understand these perceptions and identify main problems associated to climate change in order to design effective mitigation and adaptation strategies to guarantee the sustainability of tourism and natural resources. The Mediterranean basin is a leading international tourist destination and one that is particularly vulnerable to the effects of climate change. Although these effects are largely known, in-depth studies of how they and the associated risks are perceived by key tourism stakeholders have not been performed. Design/methodology/approach – Interviews were held with 31 hotels, campsites and rural lodgings in the Muga River basin in north-east Catalonia, in which both owners and managers were asked about their perceptions of climate change, effects and countermeasures. Findings – Perceptions of climate change and its effects varied according to the type of establishment and location (coast, cities or inland). Significant differences were observed for perceptions of how responsibilities for implementing mitigation and adaptation measures to counter the effects of climate change, including water shortages, should be shared out between the main agents with an interest in guaranteeing the sustainability of tourism, namely, government bodies, tourist establishments and clients. The predominant opinion, however, was that the bulk of the responsibility should lie with government bodies. Practical implications – Only when those responsible for running tourist establishments are aware of the risks of climate change, it will be possible to design and implement effective short-, medium- and longterm strategies aimed at strengthening the resilience of the tourist industry. Originality/value – The originality of this study lies in its novel methodology and approach, which involved analyzing perceptions of climate change, including water shortages and its effects among owners and managers of different types of tourist accommodation establishments in distinct parts of the same area

In the province of Concepción (Chile), floods are considered one of the main natural hazards. One of the most important cities of this area is Talcahuano. During the last years, Talcahuano has been affected by a number of flood episodes, as a consequence of an increase in the frequency of extraordinary atmospheric events, along with a higher exposure to the flood risk caused by an intense urban development. On 27 February 2010, an 8.8° earthquake (Richter scale) occurred in central southern Chile and originated the tsunami which flooded a large percentage of the residential area and military base of the Talcahuano city. This flood event affected a population higher than 180,000 people (including 23 casualties and invaluable economic and environmental losses). The objective of this study is to investigate the social perception and knowledge of Talcahuano residents affected by different types of flood, including tsunami, emphasizing which are their risks, vulnerability, resilience and coping capacity concepts. In addition, the kind of measures that have been proposed to improve their capacity to face floods after having suffered the natural disaster will be determined. This social assessment has been carried out based on a survey to permanent residents. Research results reveal that their endogenous and exogenous characteristics have resulted determinant to explain their perception

El congrés fou organitzat per la Fundación Nueva Cultura del Agua, amb la col•laboració de la Universidad de Sevilla i d'una àmplia sèrie d'institucions relacionades amb la investigació o gestió d'aquest recurs. Considerant l'anàlisi i la diagnosi de la situació actual contingudes a les edicions anteriors (Saragossa 1998 i Porto 2000) i l'ampli debat dels últims anys, el III Congrés Ibèric es caracteritza per un plantejament d'avenç i propostes i per incloure alguns dels aspectes de la política de l'aigua menys atesos fins aleshores ; Del 13 al 17 de noviembre de 2002 tuvo lugar en la ciudad de Sevilla el III Congreso Ibérico sobre Gestión y Planificación del Agua, que, en esta ocasión, llevaba por título «La Directiva Marco del Agua: realidades y futuros». El congreso fue organizado por la Fundación Nueva Cultura del Agua con la colaboración de la Universidad de Sevilla y de diversas instituciones relacionadas con la investigación o gestión de este recurso. Power relationships, access and control, (in)equity, and (in)justice are key modulators of conflicts arising from ecosystem services between multiple stakeholders. A greater knowledge of stakeholder value systems and behaviors is crucial for understanding socioecological dynamics. We propose an analytical framework that combines political ecology and game theory to analyze water ecosystem services. This integrated framework was used to reinterpret concepts such as common goods, (a)symmetric flows, and (un)fair trade-offs in the context of ecosystem services. The purpose was to gain a better understanding of behaviors and (a)symmetries in power relationships between multiple stakeholders. We studied the case of a north-western Mediterranean river basin using data obtained from stakeholder interviews and newspaper articles. Our findings uncovered different types of stakeholder relationships, ranging from mutual support and cooperation to conflict. The proposed analytical framework shows how social mechanisms can affect ecosystem services flows, potentially facilitating or hindering the development of more equitable management models for natural resources ; Open Access funding provided thanks to the CRUE-CSIC agreement with Springer Nature. The Costa Brava (Girona, Spain) is one of the pioneering regions along the Spanish Mediterranean coast in terms of wastewater treatment. Since the 1950s, the water quality in swimming areas has been affected by the ongoing tourist development. However, at the same time, this issue has motivated the implementation of wastewater treatment systems that, otherwise, would have been delayed. With that mission, the Costa Brava Consortium (CCB) was created in 1971. The CCB is a public institution formed by all the municipalities along the coast of Girona, the head of Girona province and the watershed authority (formerly called the Eastern Pyrenees Hydrographical Confederation). Taking a conceptual approach derived from the Political Ecology of Tourism, the aim of this study is to explore the close relationship among the tourism boom, the economic and technologic investments related to wastewater management, and the improvement of environmental quality of the Costa Brava swimming areas. We believe that the tourist sector has forced public administrations to minimize the environmental impact derived from tourist activities. In fact, wastewater treatment has contributed to achieve improved and optimal swimming conditions in beaches, the most valuable resource for sun and sand tourist sector. The increasingly strict environmental regulations issued at European level have an important role in the discursive legitimation of high public expenses. Nevertheless, water-related management costs have been progressively financed by tax-payers, under pretexts of economic crisis or limited public budget. In addition, private capital is considered as the only way to maintain present infrastructures and to invest in new ones
